Horse Collar Penalty ApplicationHere is one more step in clarification of the 'horse-collar' penalty. On page 66 of the 2008-09 rule book, Rule 7, Section 3, Article 13, outlines the horse collar penalty (Unnecessary Roughness - 15yds) .
Now the rule has been amended as per the quote "Further to the definition in the rule book, grasping of either the shirt and/or padding from the back or the side and utilizing the shirt and/or padding as the primary means to change the ball carriers direction will be a penalty. Changing of the ball carriers direction will constitute a horse-collar penalty". No tackle has to be made fot the penalty to be called.
